U.S. homesteading has been linked to establishing federal sovereignty over western lands threatened by the Confederacy, foreign powers, and the Indian Wars in the last half of the nineteenth century. However, the bulk of homesteading actually took place in the early twentieth century, long after these threats to federal ownership ceased. We argue that this “late homesteading” was also an effort to enforce federal rights, but in response to a different threat—a legal one. Questionable federal land policies in the late nineteenth century dispossessed massive amounts of Indigenous lands, and exposed the federal government to legal, rather than violent, conflict. Late homesteading was used to make the dispossession permanent, even in cases where a legal defeat eventually occurred. Examining the qualitative evidence, and using data on the universe of individual homesteads and federal land cessions across the 16 western states, we find evidence consistent with this hypothesis.more » « less

Where an individual grows up has large implications for their long-term economic outcomes, including earnings and intergenerational mobility. Even within the United States, the “causal effect of place” varies greatly and cannot be fully explained by socioeconomic conditions. Across different nations, variation in growth and mobility have been linked to more individualistic cultures. We assess how variation of historically driven individualism within the United States affects mobility. Areas in the United States that were isolated on the frontier for longer periods of time during the 19th century have a stronger culture of “rugged individualism” [S. Bazzi, M. Fiszbein, M. Gebresilasse, Econometrica 88, 2329–2368 (2020)]. We combine county-level measures of frontier experience with modern measures of the causal effect of place on mobility—the predicted percentage change in an individual’s earnings at age 26 y associated with “growing up” in a particular county [R. Chetty, N. Hendren, Q. J. Econ. 133, 1163–1228 (2018)]. Using commuting zone fixed effects and a suite of county-level controls to absorb regional variation in frontier experience and modern economic conditions, we find an additional decade of frontier experience results in 25% greater modern-day income mobility for children of parents in the 25th percentile of income and 14% for those born to parents in the 75th percentile. We use mediation analysis to present suggestive evidence that informal manifestations of “rugged individualism”—those embodied by the individuals themselves—are more strongly associated with upward mobility than formal policy or selective migration.more » « less

null (Ed.)We develop a two-stage model to study the strategic interaction between a politician (the principal) and a bureaucrat (the agent) over the level of infrastructure provision with uncertainty about possible weather shocks. The bureaucrat chooses how much effort to contribute to infrastructure maintenance and the politician offers either a lump-sum wage (non-corrupt) contract or proportional bribe (corrupt) contract to induce effort. The degree of uncertainty about weather shocks, the size of the fixed wage, and the level of external monitoring to detect corruption all interact to affect (a) the politician's choice of contract and (b) whether this choice improves infrastructure outcomes. Our results suggest that curbing corruption is most likely to yield improvements in infrastructure provision when climate uncertainty is low and when bureaucratic wages are relatively high. If climate uncertainty is high, increasing monitoring has an unambiguous negative effect on infrastructure provision. Previous literature has focused either on public goods provision but not corruption or on bribery in a regulatory context that lacks public goods provision. We extend both literatures by analyzing how bribes between government officials affect a principal's ability to more effectively incentivize public goods provision by her agent.more » « less

null (Ed.)In Arizona, the policy debates over the Colorado River Basin Drought Contingency Plans exposed long-running tensions surrounding how we use and value scarce water resources in a desert. These negotiations also highlighted generations-old disputes between indigenous communities’ water rights and Anglo settlers. This paper explores how irrigators respond to, and participate in, the crafting of institutional arrangements while at the same time experiencing increased exposure to climatic and hydrological risk. Our analysis incorporates qualitative interview data, a literature review, archival information from policy reports, and secondary data on water use and agricultural production. Building on the fieldwork with farmers and water experts that we completed before the drought contingency planning efforts began, we describe the status quo and then explore potential future contexts based on shifting incentives and on the constraints that arise during periods of Colorado River water shortages. Through an understanding of the socio-hydrological system, we examine the region’s agricultural water use, water governance, indigenous water rights and co-governance, and the potential future of agriculture in the region. Our study illustrates how the historic and current institutions have been maintaining agricultural vibrancy but also creating new risks associated with increased dependence on the Colorado River.more » « less
